To do this would require huge amounts of funding as setting up an exchange from scratch can be a long time cosuming process and the amount of security and coding required is not a one man job, of course if you can get a few programmers and project manager and draw up a good play you might be able to achieve this but you would need to sink around 6 months work into it before you’d have anything that marketable or even useable.
